I took this one at night, might be why its kind of blurry. The building behind it is a grocery store. Alongside the building, between it and the street is a concrete sort of stream/ditch. There is often water running/trickling down it from the mountain and apparently it fills up during the rainy season (although its pretty much dry right now). There is a tall railing so that you can't fall into it. The sign is on the railing. Your thoughts?

Fun With Signs 3
